Reinhard vs Giorno

Would Reinhard throwing his spear be counted as an action? Because if so, Giorno would have an advantage. Then again, I don't know if Reinhard is acasual, so I'might not too sure.
 
Reinhard is acasual. GER is causality manipulation. There goes Giorno's only hope of beating him.

Speed is equalised. And amusingly, even if it wasn't Reinhard still wins, because GER isn't directly offensive, and Giorno couldn't do anything to Reinhard due to being literally billions of times physically weaker than him, so all Giorno can do is run around at infinite speed until Reinhard finally throws his spear and it ignores the concept of distance, instantly hitting Giorno despite his speed.

So apparently 4-C reinhard is definitely not acausual, in which case GER reduces his will and attacks to 0 and puts him in an endless loop of death
