Regarding the tier ranking system?

To put it in layman's terms, the lower the number the stronger the character is right? For example, 7-A is stronger than 8-A?

yes 11 is the lowest 0 is the highest and the alphabet is from C as lowest to A being the highest

0 by our definitions is something whose utterly boundless. Not bound by space-time, dimensions or anything, but that stuff gets rather confusing admittedly..

Omnipotence is impossible to prove, so we do not rate even tier 0 characters by that term.
