For one Raphtalia is way more Experienced,more skilled and has far more combat experience overall
Plus her illusion magic and etc could get the drop on tom
-In fact she could powernull some of his arsenal or she can put curses,sleep hax & transmutation haxes on Tom for a GG
Tom's arsenal is mainly one time items/Optional
Which aren't even standard or he doesn't use them properly
This is a battle between a Cartoonish Cat that has the power but is prone to failure

A Raccon that utilizes her powers to the Max
So yeah Raphtalia FTW
