Rank the Tiers from weakest to strongest

Who participates in the Top 5 Strongest Characters for Every Tier list might have gained the impression that some tiers appear disproportionately hax.

This made me wonder if higher tiers are in total always stronger than the lower ones.

So let's say all characters in each tier join together into an army. Rank the armies from the weakest army to the strongest army, in terms of which army beats which.

You can do speed equal or speed unequal. I'm just curious what people think.

9-B is stupidly haxed lol. The weakest character there has 1-A protection.

10-B is also insane for that matter, since it has a character with 1-A passives.

7-B is tier 2-1 hax everywhere. Ditto for High 6-A, 5-C, 5-B, 5-A, 4-B, 4-A, 3-B, Low 2-C, 2-A.

Ok so it would go something like this:

Tier 0

1-A

3-A / 9-A

9-B

10-B

5-B

Then other tiers

This really mostly boils down to strongest from each tier against each-other.
