Raiden vs Ryu

This is a tough one, Ryu has the range advantage and Raiden has no resistance to Soul attacks.
But Raiden can one shot Ryu with the HF blade and even if Ryu managed to disarm him, Raiden´s CQC training will make him quite a tough opponent for Ryu.
I´d say Ryu because of reasons above, but it is pretty damn close.

85% sure Ryu doesn't have Soul attacks in this key

Ooh boy.
I mean, Ryu still has somewhat superior skill and range.
But, one attack from Raiden will cut Ryu in two, unless we do not consider Sam parrying the HF blade with both hands PIS, in that case, Ryu does win with high difficulty.
