Hello!
Master Roshi had a power level of 139 (Daizenshuu 7) and was capable of destroying the Moon (5-C) with a Kamehameha
The Kamehameha has a multiplier of 2.2211538462 (~2.2x) meaning a power level of 305.8 (~306) is needed to destroy the moon
Goku had a power level of 416 without weighted clothing and a power level of 924 with a Kamehameha (924 / 416 = 2.2211538462)
The moon has a Radius of 1,737.4 km meanwhile the Earth (Small Planetary, Low 5-B) has a radius of 6,371 km
6,371 / 1,737.4 = 3.66697363877 (I'm going to round this to ~3.67x)
306 x 3.67 = 1123.02 (~1,123)
This would mean any character with a power level over 1,123 would be Small Planetary

If I missed anything please let me know and be brutally honest.

I'm pretty sure that we don't scale power levels linearly which should be pretty obvious if you take a look at the ratings and and compare their relative differences with the relative differences of the official power levels. Also, destroying the Earth would be 5-B and not Low 5-B. The standard for Low 5-B is Mercury. Using just the radius for the difference in power needed to destroy something isn't exactly correct since you would need the volume in order to accurately present the amount of matter that gets destroyed and there is also the matter of the density and durability of the matter. The Attack Potency page has a chart with High End to Low End ratios that should give you a better idea.
