Both Nightmare and Shuma-Gorath are rated High 1-B, likely Low 1-A.
For Nightmare, this is mainly a relic of his old profile which was 2-A, possibly Low 1-C, as we chose to upgrade all of Marvel's 2-A's to High 1-B and Low 1-C's to Low 1-A.
As for Shuma-Gorath, his main feat is scaling above Nightmare, hence why they were given the same Tier.
Although Nightmare has High 1-B feats added to his profile, since his dimension casually exists on the Astral Plane which is Low 1-A under the current cosmology, he should be given a solid Low 1-A rating and his Tier should be changed to At least High 1-B, usually Low 1-A.
If Nightmare's given a solid Low 1-A rating, Shuma-Gorath should likewise be upgraded to flat-out Low 1-A. Not to mention, Shuma is stated on his profile to be superior to Dormammu within the Dark Dimension who's Low 1-A, and Great Old Ones are outright said to be capable of killing Abstracts and fighting on the same level of reality as them (though I'd rather not add those justifications to his profile).
