Quick change to Nightmare and Shuma-Gorath's Tier

Both Nightmare and Shuma-Gorath are rated High 1-B, likely Low 1-A.

For Nightmare, this is mainly a relic of his old profile which was 2-A, possibly Low 1-C, as we chose to upgrade all of Marvel's 2-A's to High 1-B and Low 1-C's to Low 1-A.

As for Shuma-Gorath, his main feat is scaling above Nightmare, hence why they were given the same Tier.

Although Nightmare has High 1-B feats added to his profile, since his dimension casually exists on the Astral Plane which is Low 1-A under the current cosmology, he should be given a solid Low 1-A rating and his Tier should be changed to At least High 1-B, usually Low 1-A.

If Nightmare's given a solid Low 1-A rating, Shuma-Gorath should likewise be upgraded to flat-out Low 1-A. Not to mention, Shuma is stated on his profile to be superior to Dormammu within the Dark Dimension who's Low 1-A, and Great Old Ones are outright said to be capable of killing Abstracts and fighting on the same level of reality as them (though I'd rather not add those justifications to his profile).
 
After several years it's good to see old, cosmic eye tentacles finally living up to his reputation as an eldritch cosmic horror that would make even Yog proud (ish?).

Now if only he can overcome the greater horror of copyright and licencing that prevents him from being in the MCU.

Remember that in the Thanos Imperative storyline, one of the smaller members of his race killed the abstract being Aegis, despite her being Galactus-level.

And don't worry, I plan on giving him some more upgrades in an upcoming revision.
 
What does this mean for other characters comparable to Nightmare? Recently, Scarlet Witch considered him to be on an equal level to herself and All-Father Thor and Nightmare didn't seem to disagree. During Fear Itself, Mephisto definitely looked down on Nightmare, as he said he could "barely" give Doctor Strange a run for his money.

I'd need scans/context to properly respond, but for the second one, that just sounds like Mephisto mocking Nightmare for constantly losing to Strange, presumably more often than Mephisto himself loses, which is natural as Nightmare is nigh-exclusively a Doctor Strange rogue and is more proactive, while Mephisto faces various heroes and works more behind-the-scenes. I'd hardly consider that grounds to conclude Nightmare and Mephisto are equal.
 
They seem to be undergoing a diplomatic negotiation, which just implies equal status in terms of political negotiating power. Nightmare being equal to the Darkhold gives that away in itself.
As in Nightmare's ability to empower himself through fear is weaker than Cul's due to Nightmare's own laziness, hence why Cul as a god of fear poses a threat. Fear Lords (Nightmare specifically) have been threatened before by beings more adept in harnessing fear than them, like the Fear Lord D'Spayre (who's stated multiple times to be the weakest Fear Lord) meticulously exploiting Nightmare and The Dweller's fearmongering activities to sieze both their powers and reduce them to nothing.
