Jean Grey shouldn't scale to H1-A Since in Hellfire Gala (2023) Jean couldn't stop the shock wave , she was just blunting it.

And in her new series we all know that Jean Grey created realities ,but that's because the white hot room make all of her imagination become reality ,not by her raw power.

Anyone can make their imagination come true in The white hot room , such as Psylocke and Rachel Summers

Jean was confirmed since AXE: X-Men that she's phoenix now and forever, so she may have connection with Phoenix force . That's why when she controled WHR there's a flame of phoenix force above her head.
