Question about Transcending/Leaping Through Time & Space

I have a character that is currently relativistic via scaling to other characters. However, he is a noted to be one to casual leap through time and space and ignores the Time Paradox.

I havent changed his profile since creation, as i wasnt sure how to move forward. Based on this Character Description, what is your opinion on how youd accurate tier this?

Emperor Quintillus is seen talking to Present day Hetalia Characters (such as America, Germany) Yet he was "born" during the days of the Roman Empire.

Why would that be acausality 2?

The anime makes it seem like he only exists in the present. They're not sure when he existed in the past nor do they ever mention him existing in the future.

Anyway, besides adding Acausality Type 1 (since it seems this is fair enough) this doesn't upgrade anything else right? Like Speed or Tier?
