Question about Tier 2/4-D Hax Potency

So basically is 2-B hax superior to 2-C hax? Or can it even be called "2-B" or 2-C since they both are 4D? Would tier difference make the higher tier superior?

Also, for example, there is a verse where hax of Character A scales to 1000 universes, so baseline 2-C hax. and Character B comes in and his hax scales to 1001 universes, still 2-C and still 4D. Would Character B hax be superior to Character A even with just 1 universe difference? I thought it would be but still wanted to ask
