Concerning Points in Time

If a setting considers different points in time in a universe to be alternate dimensions in an of themselves, would for example, if Character A destroyed the entire "universe" would that be Low 2-C, 2-C, 2-A or Low 1-C?

That would be Low 1-C if each point in time is treated as actual space-time universe

Going by the Tiering System FAQ this'd no longer be tier 2 to begin with as then there wouldn't be uncountably infinite snapshots for that kind of rating (if this is all still bound to the same time axis, that is), of course context would also matter, as new timelines branching off from time travel isn't unheard of, and tier 1 is also technically possible if a glorified hypertimeline is involved as Vietthai96 explained.
