Question About Small Moon Level being Omitted

So, Multi-Continent level starts at 4.435 Petatons, or the energy to bomb Eurasia so that the vast majority of people die, and it ends at 29.6 Exatons, or the GBE of the Moon, and that's the start of Moon-level. Now in the AP Article it says that Small Moon Level was omitted due to how much intersection there was between it and Multi-Continent level, except, according to other articles, that's not true?

In References for Common Feats, it says that totally bombing the surface of Earth- thus covering all Continents and Oceans- requires 183.24 Petatons of TNT, and according to the Reasons for the Tier 6 Boundaries (which was the article that made me think of this), completely vaporizing all the land requires 915 Petatons. Meaning there's still a factor of 30 between annihilating all the Continents and actually leaving Multi-Continent level, or a factor of 160 between omni-killing the whole surface and leaving Multi-Continent level. Either way, that's plenty of space for a Small Moon Level, right?

Am I missing something? Or has this already been considered, but would require such a large edit to so many profiles that it's just not worth it?
 
Multi continent ain't always destroying the surface, it is just the most common feat.

Small moon busting is super rare because the moons tend to either be on earth sized planets, have no confirmed size or be the size of a mountain, so why have a new tier for an rare feat.

Also the whole "we'd need to check every high 6-A for this"

Ah, that makes sense. (Especially the last one; that genuinely sounds like a nightmare to do)
