Question about scaling Stat Boosts

I was wondering, if in some game one power can make you x times faster according to its description, and it give you an increase of Speed stat of, let's say, 5 points, does that means that any Statistics Amplification in-game that give you at least 5 points in Speed will make that character x times faster?
 
That sounds a lot like game mechanics implementation vs story implementation.

In order to assume that every 5 points the stats get x times larger based on just that, this would be too few evidence IMO.
 
Welp, of what I'm specifily talking, there's an object that increase the perception of the user at the point of make him perceive everything in slow motion or even frozen; and a spell that increase the reflexes of the wizard, making everyone that see it moving only being capable to see a blur. Both powers increase Initiative in 20 points.
 
Additionally, what is the standard speed difference of someone that see the environment in slow motion?
