Q2. If a character who is immeasurable in speed states that they are using 0.1% of their power, does it mean that if they use 100% of their power, they will be 1000 times faster than the baseline of immeasurable speed?

Nothing. The one who is faster is just well faster. Not all immeasurable characters are equal in speed.

I don't understand your question. You can be immeasurable speed and be faster than other immeasurable speeds through amps, scaling or other means. Same logic applies to infinite speed.

You need to separate it as 4D(spatial) + 1D (temporal), so as long as the temporal dimension of the universe that you are moving into is not 2D, it doesn't matter how big the spatial dimension is.

Although classified under the same speed category, the speed will also be different. Whether it is faster or slower than the infinite, immeasurable speed depends on the feat, the context, etc. Because in fiction, anything is possible.

Merge in what way??, it vastly different depend on context, some case grant immeasurable speed, some don't

No, at least not anymore, you can be a 5D via having your existence possesses 5 spatial axes, and have no immeasurable speed because you have no feat or statement regarding your speed treat time as distance
Since merging with a 5D world is not immeasurable, what about attacks that ignore time and space? The way he use it like ignoring distance when he swings his fist, the impact happens somewhere else immediately infinite ? Immeasurable or just a hax?
