Question about Rob and Gumball's powerscaling

In Rob's page, he's listed as Small Town level without the Universal Remote.

The reason behind this is because Rob "Physically contended with Gumball and defeated him in The Bus". However, Gumball is listed as just being a Building level character.

Is one of the pages just wrong? Can someone give an explanation?

Also sorry if this is a stupid question.

Well the uninversal remote isn't part of gumball's arsenal even though he used it against him, plus rob destroyed it.

That's not the question, the question is that it's stated that Rob is Small Town level WITHOUT the Universal Remote, and that the reasoning behind this tier is powerscaling via Gumball, HOWEVER, Gumball isn't Small Town level, he's only a Building level character.
