Hyperion, Polybotes, and Tartarus are all Moon Level and Hades would likely also be Moon Level due to being a Greek god. So if he defeated a few 5-C's and escaped from a 5-C and survived, then what keeps him from being 5-C?
 
1) Ares was not at full power since his essence was split. Also, the duel was a "first blood" kind of thing, and Percy is equipped with a Celestial Bronze sword specifically tailored to kill only the supernatural.

2) Hades' essence was split and it's PIS since Percy is freaking terrified of taking on a serious Hades and any of the Olympians can kill him with a snap of their fingers.

7) They needed a lot of help and were nearly killed on several occasions.
