lol idek i think because Oro didnt want Hashi too have any will so he cut if off and only allowed him to use basic abilities and such

Most likely Kishi had nothing planned for them at that time since databooks did mention 3rd hokage to be the strongest which we know is not true, or orochimaru sacrifice for Edo were too weak or incomplete edo tensei and only manage to revive them at Joinin Tier in regards to charkra quality since edo do have infinite charkra

Wasn't it stated that Orochimaru wasn't able to replicate the 1st and 2nd Hokages strength?
I remember Kabuto mentioning to Madara that he was able to almost completely replicate Madara's strength and he treated it like a major accomplishment.
