Question about God of War ratings?

Why are the Norse Versions of Kratos, and the Norse gods only high 3-A?
Shouldn't they be higher (ie like Universal+) due to affecting and even slightly damaging the world tree? A tree where every strand Trancends time and space?
I know they are rated as "Likely universal+, low multiversal." but I'm asking why it's only likely universal+. I'm not trying to make a content revision. Just wish to understand why.

I think it's in the works that high 3-A will be removed from the ratings and both Norse and Greek gods will be Low 2-C likely 2-C unless Ragnarok brings upgrades. Ragnarok is coming out soon so I believe that's the reason no major tiering changes are being made.

They will be flat-out 2-C even without Ragnarok being brought into the mix because of Atlas.

4 + the entire Pantheon itself. Domain of Death, Mortal World, Nyx's Dimension and Morpheus's Dream Realm.

If Atlas didn't take the Pillar's job, the entire Pantheon would collapse and revert back to Chaos herself, Chaos being the original female Primordial void that birthed the other Primordials and punched off Ourea's arm that turned into mountains.

Also Surprised Kratos getting Amps from the world tree isn't mentioned.
