Either way, Doctor Fate pretty easily wins. Almost every encounter these guys had in the Pre-Crisis verse had Doctor Fate being shown as far stronger and more experienced. Hell, Superman even came to Dr Fate with help making him immune to magic because he trusted his power that much.

Ultraman did get a few good hits on Doctor Fate so Superman is comparable, but if they're Bloodlusted Fate roflstomps.
