Predate Creation Feat

If a character/or object are said to created everything in existance (myths, creatures, stories, science, technology, and human civilization, etc) does it mean said character/or object predates creation? If so, what level of Conceptual Manipulation would it be?

I see, isn't those things above are like universal concept; like stories, myths, science, technology are abstract, no?

Not all verses consider concepts as universal forces, when a creator deity give birth to the creation it is not like he create the concept of creation, it just creates and that's it, concepts comes later when people think about it.

That'd only be time manipulation and void manipulation respectively.

Creating something out of nothing has no relation to concept manip on its own.

After all: creating time =/= creating the literal concept of time
