Power Loader Bad Scaling (My Hero Academia)

You shouldn't need to be on the same tier as someone to inflict the smallest amount of damage...

Anyway, this thread is primarily about Aizawa, Power Loader and pro-heroes in general.
 
I'm really hoping we can get some resolution from this...

This is a downgrade that would affect a few characters...
