Isn't earth two 2 power girl suppose to be as strong as pre-crisis superman? If it is then why is she listed as only large star level?

Because:
- She is the cousin of the original golden age Superma, and was not generally show to be in the league of the silver age Superman, even before the Crisis of Infinite Earths, as far as I remember.
- After the Crisis, her power was rescaled to her surroundings, and she was generally shown to be in roughly the same league as Post-Crisis Wonder Woman, Supergirl, etcetera.

Well that and we only have one page of Power Girl and that's her being scaled to Post-Crisis Superman and Supergirl.
