Here is the current summary for the CRT. Feel free to correct me if something is incorrect.

No. 1 of the OP is accepted.

Regarding No. 2, Anos' speed will be changed to "At least X, up to Immeasurable combat speed and reactions".

Regarding No. 3, the low tiers will be downgraded to 9-B.
If their feat gets calced, a separate CRT can be created to upgrade them if needed.

Graham's speed will be downgraded to "At least FTL".

Oblivion posted a speed calc.
It's a calc for one of Shin Reglia's speed feats. I personally believe the feat only scales to his combat speed and reactions, since the feat itself was only relatively small movements and nothing suggests that he can travel at such speed.
We can scale top tier characters and deeper world inhabitants to this feat if it's accepted.
Their speed could be rated as "X, up to MFTL+ combat speed and reactions".
We can either wait to see if this calc is accepted and apply it in this CRT, or we can create a separate CRT for this if the calc gets accepted.

Yeah, the Immeasurable speed is scaled from a spear that has mentions of being so fast, the concept of time doesn't exist. Which is inherently even better than being faster than the flow of linear time.

But the explanation that he only moves that fast when he feels like it makes sense.

This should work.
