I mean, he ca win through a large amount of time and flesh bud implantation, he's just very unlikely to use them before Alucard precogs and preps for it.

Dio's mostly losing due to his confidence keeping him from using good methods of winning, which doesn't make this a stomp.

Dio timestops immediately. He could implant the bud before Alucard could react, he just wouldn't due to his confidence.

There is also the possibility of his just manhandling Alucard out of his lives, which is possible given their speeds, it just isn't likely, again, due to confidence.

Losing due to confidence when you have methods to win is not a stomp, as opposed to having no methods to win.

If we're talking about confidence and personality, then DIO would start off with trying to bud him. See Dio meeting Avdol, Dio meeting Kakyoin, and Dio meeting Polnareff. He didn't try it with the Joestars because obviously, he hates them and wants to kill their bloodline.

Dio sort of messes around before he does that, and he didn't do it during combat.
