Akira Toriyama originally intended him to turn evil and fight Goku instead of Vegeta which should make him comparable to ssj2 goku/vegeta/ majin vegeta
He was somewhat comparable to SSJ Gotenks.
He casually oneshotted Babidi, cutting him in half, despite babidi withstanding part of an explosion from angry buu that almost killed Majin Vegeta.
He tanked the Super Ghost Kamikaze
He also knocked back Super Buu and withstood casual attacks from him that damaged SSJ3 gotenks and KOed SSJ Gotenks.
In terms of speed- He was portrayed as somewhat comparable to SSJ Gotenks and he could keep up during SSJ3 Gotenks and Buu's fight and wasn't blitzed.
The only thing that goes against this is the controversial Supreme Kai statement (which I personally don't think referred to power for a variety of reasons), hence the possibly.
All of the above was done with weighted clothing on.
