Ah, I see. Cause I was wondering why Dante got to his level just from a tweet by his creator XD
AS FOR JACK'S SPEED! I can easily calculate that myself. I'm fairly decent at speed calcs. But there are two results I get from this, the 1st being if JACK reacted to the laser the instant it was fired, and the 2nd being if JACK reacted to it as soon at it became visible by passing though the clouds.
1st RESULT
Judging by the size of the earth from the satellites point of view, it's higher than a LEO but not much. So without knowing the exact distance I'll lowball it to the lowest point of a medium earth orbit at 2,000 km or 1,242 miles. The laser hits JACK at about 1.5 seconds after being fired. 1,242 miles in 1.5 seconds gives us a speed of 2,980,800 miles per hour or Mach 3,886. Putting JACK at Massively Hypersonic+ speeds.
2nd RESULT
Since the laser doesn't become visible to JACK until it passes through the clouds, this feat could be much higher. Clouds hang at very different distances from 1,000 to 20,000 feet. But considering they are just above a fully sized mountain, let's say 2,000 feet or 0.3 miles. This means JACK reacted to something going 2,980,800 miles per hour with only 0.3 miles left in its travel. So let's find out how fast that really is.

idk about TTT2 being used due to it being non-canon idk the other endings as well and normally played Jin and Devil in arcade mode LOL but if these speeds are made in the canon story and didn't divert from the original plot or true endings then it should in theory be fine

I wont accept any non-canon feats being put into use; using examples where other users may have used non-canon material for character profiles is not going to change my mind about how I feel. After all, two wrongs don't make a right.
With that said, I don't reccomend you making any rankings to feats such as Country level just because it looks like Country level etc, the only way we're going to find that out. Is through the use of a calculation. Speed for the beam looks alright, but you should recognise speed,distance and time when accounting for Jack's reaction speeds. If a character reacted to lightning it wouldnt be a MHS+ feat off the bat just because of the projectiles speed; the same applies to the Jack feat.
As for your other points, about Jin having a much higher DC and etc. "literally labeled 'Destroyer of the World", Jinpachi stated to bring the world to ruins via his power and Jin stating he and his father would destroy the world if they fought all have one problem, none of them imply the destruction of the Earth via a singular blow or attack; many unknown variables are present. Such as how long it would take to bring the world to such a state, who knows. They can still be Island or Mountain level and have some ability to bring the world to ruins after a sufficent amount of time, via nuclear winter or w/e.
"Meanwhile all a character like Lord Boros needs is a databook mention and a threat". Firstly, the guidebook stuff did not give any certain tiers. It gave a "possibly" to it, which means people have more liberties with whether or not they truly accept it. But it should still have some consideration; it's a bit more than a threat if the energy produced by Saitama when he nullified the beam produced Multi-Continent levels of energy and the mere action of charging it up (the beam) damaged the ship more than Saitama's landing back to Earth (which was also calculated at continent level.)

It could be from his message wall on pornhub for all I care and as long as its a direct answer which can be rationalized with and doesnt contradict what we visually saw in the cutscene. Then it's fine.
