Actually, Piccolo is Multi-Solar System level at that moment and onwards in the Anime since he fought the Cell Jr's better than Vegeta and Trunks in the Anime, which were superior to the Restricted SS Broly that did the 4-A feat, so his barrier resisiting Buu explosion that injured Majin Vegeta in the Manga could make that SS.
