Volgin states his lightning carries voltage, meaning it is indeed real electricty. Given its AP is enough to injure Big Boss, who is Building Level+, would this be grounds enough to increase reaction speeds of the likes of the Snakes and Ocelot?

I'm pretty sure bona fide electricity that has lightning-level AP or higher is assumed to be the same speed
