Basically, Zonda in Reverie form states that her power is multiplied a hundred fold. (This video at 18:21). Since we allow statements like that for the likes of Kars, I think Zonda would also apply, because it's in a similar situation. This doesn't scale to almost anyone. She only fought Gunvolt when he was basically boosted by the plot in a way similar to Anthem. She seemed to be holding back during the pre-plot points of the fight, too, since she waited to use her strongest attack (Paradise Lost). And the only reason GV survived that before using the plot boost anthem was because it's a mind based attack. What I mean by Plot boost anthem is Joule said "Her Song was still in GV's Heart" or something like that. Since it allowed GV to fight evenly against Zonda and nullified Zonda's strongest attack, it seems pretty accurate. The way I see it, GV being able to fight Zonda in phase 1 is likely a combination of Zonda's overconfidence and Game Mechanics. Here's what all that means:
Gunvolt is 8-C+ for using natural lightning, witch is one billion joules (Not to be confused with the character). Multiplying that by 100, we have 23.900573613767, or about 24, tons of TNT for Reverie Zonda. This would also scale to GV under Anthem due to Reverie Zonda's power coming from the same source. This means that Reverie Zonda, Gunvolt under Anthem, Copen under Anthem, Asimov (More like 8-C possibly 8-B since he made use of a power nullification gun during the fight) and Post ASG2 Gunvolt (Since GV likely can just acess it at any time since Joule stated her song was in his heart, meaning it became a natural part of him) would be City Block Level should these revisions go through. Also it's probably Game Mechanics that the bosses can fight GV with anthem.
As for the final boss, GV is 8-B at this point so him fighting an Anthem'd Copen makes sense. No clue how it works while playing as Copen, though. Probably Game Mechanics and/or Plot-Induced Stupidity. It would't scale to Nova since it's implied Joule was still concious to an extent when she was absorbed by Nova, meaning he probably didn't give him all her power.
Addition: ASG now has an 8-B composite key. This multiplier would effect that, too. Composite Zonda's 8-B. You gotta multiply that by 100. That's 46 tons scaling from OVA Gunvolt times 100, making it 4600 tons of TNT, or 4.6 kilotons, or Small Town Level. The comparisons with Kars continue (Namely when he was 8-B in base).
