Popeye. He is universal for threatening his own "animator". Bill is universal for one shotting a being that governs spacetime.

@Loyal that isn't really an argument. Both Popeye's "animator" and Time Baby are Low 2-C. If anything, Bill's feat is more impressive as he effortlessly one shot Time Baby and Popeye had to actually srtuggle to defeat his Low 2-C opponent.

Regardless while Popeye has some resistence to Bill's mind hax and Regenerationn on par with Bill's own, I think Cipher's overall versitality, better showings with his abilities and far greater intelligence/experience could give him an eventually win after a very hard battle.

Also, triangle is low 2-c at minimum whereas Popeye is only possibly low 2-c
