Sceptile via not having Ground type to hold it back + Fury Cutter spam.

Anyway, Sceptile resist most of Torterra attacks and immune to leech seed, can counter it's defense boost with Screech, and if we go by in-game stats (I remember it being allowed for Pokémon in the same level) Sceptile is faster.
So third reptile starter FRA.
