Ok I thought just regular island was = Large Mountain.

So I also dont think it should go past Small Island for now at least.

It isnt that easy to get 4 times stronger out of powerscaling. "At least small island level" its a safer lowball.
 
I think all Kanto Elite 4 Members should be "likely City level" since if they were only Town level, Red and Blue would've utterly foddorized them. Other then that, I mostly agree, though I think "At least Small Island level" would be a safer bet then Island level.

I guess I worded it poorly. Basically, I get that they aren't as strong as Lance, that much is clear since he's the one who becomes Champion, but they since they can put up a good fight against Red and Blue, they should still be within his league. Maybe "At least 7-C, possibly 7-B"?
 
Well I will agree with the Gen 3 rating as I have played Pokemon Emerald quite extensively and still am as I still have the game with me along with a Gameboy. Good times anyway I not so sure about the rating beyond Gen 4 as I vaguely recall playing a Gen 4 game which I think it might be Platinum so I have limited knowledge mainly due to having issues with remembering things. I only know the basics when it come beyond Gen 4 stuff. However, I do remember that certain abilities was introduced in Gen 4 and beyond when they weren't shown in the previous Gens.

That's why I gave agatha the "likely Low 7-B"

The thing is that we don't even know the size of the cities that Dragonite/Gyarados can destroy (Also, there's a discussion about said feat)
 
Also, the reason why give "At least Small Island, likely Island" is because

Think how strong does become Red is a couple of years (It just look like 2/3 for me) jumping from 7-B to High 7-A


Now, between BW and B2W2 two years passed, so imagine what can this do to a 7-A like Alder

And are there Game, or all media? In adventures manga, (spoilers) it took one gym leader and one pokedex holder to beat one elite four.

Koga is much different in all 3 media. In games, well..., in anime it took a novice like Ash to beat him, in manga, it took two strong trainers, Red and Blue to defeat him.
 
The first at least Multi-City Block level comes from Pokémon Red, Green, Blue and Yellow while in Firered and Leafgreen the trainer in Brock gym uses Geodude instead of Diglett. The at least Small Town level, likely Town level comes from Pokémon Stadium Charizard description.
