Pokemon game mechanics

Just a quick question

Does speed in Pokemon count as game mechanics.

For example, quick attack is faster than light screen (which seems to be a light based attack.

Would that mean Pokemon like pikachu would be faster than light or would that just count as game mechanics

Yes and no. Moves like quick attack aren't treated as faster just because they have higher priority, but they have descriptions and showings that back them being far faster than regular moves. Pikachu being faster than light would assume the light screen user started setting up a light screen at the exact same time Pikachu began to use quick attack.

Just a few questions though

1) Lets consider a match situation when both users use there moves at the same time

2) The quick attack was executed faster

3) My real question was if it counts as game mechanics because at least it counts as a really fast reaction speed (reacting to a light based attack)

Fully evolved Pokemon scale to and react to light based moves, so it wouldn't be game mechanics for them or anyone stronger. Someone like Pikachu, maybe.

That's not how game mechanics work. Game mechanics is something existing in gameplay but not being canon, it goes the same for every character regardless of their standing in the verse or consistency with the possible feat

Not really? All Pokemon have a set speed value in-game, and a Pikachu can technically perform the same speed feats as a Charizard or a Gyarados, etc. That doesn't make it legit when a Pikachu dodges a light based attack and doesn't discount it from being legit when a Charizard dodges the same attack.
