Sounds reasonable. So Ke-Pa is Large Building level destroying the Jade Palace, which should place Ke-Pa at Large Building level.
I think it looks better that way. His AP matching his Durability.
Also I don't think that Ke-Pa has a second or a third key, just one.

Now I just want to make sure, how large was this Jade Palace Ke-Pa blew up with his fireballs?
If the palace was big enough it could qualify for City Block rating instead of large building level.
