PNull Vs Regen

Depends on the showings of the Power Nullification itself.

Often Regen is a passive power and more like a side effect of the biology of the character rather than an active power. So most PN won't affect it.
 
for example, a Regen low Godly or it is necessary to regen from his soul, with PNull who cancels the power, can you come back?
 
Again, depends on the PN in question. If the PN itself has shown the ability to negate Regenerationn. If the Low-Godly character must willingly create a new body, then it can probably be negated.

However even if you negate that, the Low-Godly character won't really be dead, just unable to create a physical body. For some characters, it won't matter, but for some, it can be incapacitation.
