Question about Deconstruction

If a character has Low-High regeneration. And is stated only killable by reducing them to vapor or dust.

Then another character with Deconstruction overwhelms their regeneration as it breaks them apart. Then kills them.

Does that give the Decon user Low-High regen negation? (As when the deconstruction is done the person is left as simply particles) Or is it rather “At least Cellular” for the deconstruction’s precision.
Or is it just nothing.

It's just nothing, deconstruction by default would negate the regen of a Low-High character because at a baseline in order to qualify for the ability you need to be able to deconstruct matter at least at the molecular level. So as a byproduct of being a higher tier of destruction it'd negate it by default (though, you wouldn't list this on the profile as "Low-High regen negation") at least afaik
