Popeye vs Luigi, Speed Equalized. Luigi has one hour of prep time to get as many powerups as possible. Neither have knowledge of the other.

One can actually destroy stars while the other scales off of a bird getting hit by a nutshot so hard it makes him float off and explode into a constellation. Mmm... Gonna have to give it to Luigi. I dunno, about the only thing Popeye can't do with his spinach is resurrect himself, which Luigi can do with just a 1-Up Shroom. And that's the thing: Luigi has far more options than Popeye has even though the spinach he eats gives Popeye a wide assortment of abilities alone. Needless to say its not so much as to say Luigi's powerups don't last long (as Fire Flowers and other suit-based powerups last forever without the PIS) as I'm saying Luigi can't not bounce back into action unlike Bluto.

Uh... Popeye CAN resurrect himself with spinach. Whenever he gets erased, his disembodied soul summons some to eat and regenerate. Than again, we never have seen Popeye die with his body intact, so it's possible the spinach only works like that when he's erased or his body is destroyed. You may have a point.

Okay, but he wouldn't know about Popeye's immortality, so he'd have to whip it out as soon as he sees the spinach appear, otherwise, he will have to battle Popeye at full health again. It's possible that that only happens if his body is destroyed, so if he was killed without his body being destroyed before he eats spinach, that could work.

then it comes down to: will Popeye Get past Luigi's 1 ups before Luigi Sucks up Popeye's ghost? I think Luigi would suck up Popeye's ghost on instinct.
