Because metal as a whole varies in toughness. Even something like steel in fiction can range from well, regular steel, to being able to tank planetary blasts and shit. This means nothing really. Enhanced steel is still steel, but stronger.
Yet the steel type is based on real-world steel.
Yes, they could as they do all the time. The feats are quite blatant. You seem to think all steel and metal are a certain tier when in fiction this is objectively not the case. A fleshy body can still tank Large Mountain attacks as Pokemon bodies have shown to blatantly do this. Pokemon with metal armor and stuff are simply more durable. It isn't that hard to understand.

Every Chinaman on the wiki is 9-C cuz they use swords at some point.
 
Dragon Ball fighters actually prove to have unrealistically tough flesh through the entire manga series.
It's also funny how the real-world strength needed for earthquakes is taken seriously yet the official steel type isn't.

If weaker pokemon have PROVEN unreaslistic durability, WHICH THEY HAVE, then your point is moot. Stop before you end up getting yourself suspended from these kind of CRTs again.
 
Here is the difference:

Steel type has proven that the steel they create from nowhere or are made of biologically >>> normal steel, several pokemon entries say they are harder than steel.

And dbz does that because they have energy to empower themselves, just like pokemon and their types.
