- All Palace Rulers are Low 2-C at minimum via scaling to the size of their Palaces.
Shadows that escape the Prison of Regression become the Mementos Request bosses as seen in-game, and those whose Treasures grow too strong become segregated by Yaldabaoth and sealed away in a parallel universe of his own making to prevent their distortions from affecting Mementos. Palace Rulers are capable of sustaining entire universal spaces that completely mimic the Real World, which is an established Low 2-C structure, through their cognition. It’s important to note that Palace Rulers scale to the entirety of the universal spaces, as even everything outside of their distortion is a part of their cognition.
- Umr-at-Tawil from Persona 2 Eternal Punishment scales to the size of the entire Collective Unconscious, which is a countless 2-B structure.
Umr-at-Tawil is the sole embodiment of the boundaries between all worlds within the Collective Unconscious, and it is stated that should it truly die, the Collective Unconscious would collapse in on itself and destroy everything, including the realities it is linked to.
As explained by Marie, every playthrough in every game sold is another world with its own version of the events occurring within the story. Each of these worlds contain their own sets of countless cognitive worlds, and there are countless other alternate timelines in which the story itself has been changed as opposed to just the events occurring within it, such as Makoto Yuki being born female such that Persona 3 Portable's female protagonist route occurred instead, acknowledged as another timeline through Persona Q2. There are also timelines that have been "undone" yet still exist, such as The Other Side that is the world of Persona 2: Innocent Sin, in which humanity has been wiped out and Earth became overrun with demons, with Tatsuya Suou being the sole survivor, and worlds that exist in mythologies and religion that are referenced in the backgrounds of deities and the Persona Compendium also exist, such as Heaven, Yomi, the Greek Underworld, and many others, such as the countless obscure dimensions that Umr-at-Tawil typically chooses to banish its opponents to.
Some notable characters that are directly affected by this rating are:- Nyarlathotep via being superior to Demons such as Yog-Sothoth, of which Umr-at-Tawil is only an avatar of. He is also vastly superior to his avatar, the Faceless God, who had casually toyed with the P2:EP Persona-users who had defeated Cthulhu, who is unquantifiably superior to Dagon, who is comparable to Umr-at-Tawil.
- Philemon via scaling to Nyarlathotep, who is considered his equal.
- Izanami via appearing in Persona 2 Eternal Punishment as a Demon possessing one of Shiori Miyashiro's Trapezohedrons. Izanami was capable of putting up a strong fight against the P2:EP Persona-users, who had beaten Umr-at-Tawil prior to encountering her.
- Yaldabaoth via having created Mementos and having control over the entire Metaverse, which is considered equivalent to the entire Collective Unconscious, which is a multiversal structure. This is established by several knowledgeable characters, such as Morgana, who refers to Mementos as the Collective Unconscious; Azathoth, who equates the Metaverse with the Sea of Souls (which is another name for the Collective Unconscious); as well as Yaldabaoth himself, who directly refers to himself as the administrator of the Collective Unconscious, citing its desire for ruin.
- The Early-to-Mid Game Phantom Thieves possess Class M Lifting Strength.

- All characters that scale to Mid-to-Late Game Ren Amamiya or End-Game Yu Narukami possess Universal Lifting Strength.
This is via scaling to the Lifting Strength of the Persona Mada, who is capable of physically swallowing the entire universe. As its nature as an abstract conceptual entity should make it so that size would be irrelevant in affecting its physical strength, this should apply even when at the size of a normal Persona, and would thus scale to the respective Wild Card's party members, those that scale to them, and so on.
- All characters that scale to Umr-at-Tawil possess Immeasurable Lifting Strength.
As Umr-at-Tawil exists in an omnipresent state through being one with all boundaries in existence, and possesses the strength to move itself, those capable of withstanding blows from it should scale accordingly.
- All characters that scale to Umr-at-Tawil or Yog-Sothoth possess Immeasurable Speed.
This is due to being able to keep up with Umr-at-Tawil and Yog-Sothoth, despite the two being Nigh-Omnipresent and Omnipresent respectively.
- All spells should be comparable in range to skills such as "Morning Star" and "Cosmic Flare", which are Interstellar, possibly Galactic.
This is due to the fact that Persona spells manifest based on the user's will and imagination, and the upper limits of the possible range is demonstrated with said spells. As such, theoretically, every spell should be capable of similar range.
- All Rulers of Power, as well as Deities, should possess Multiversal range.
Rulers of Power are capable of influencing events in the real world despite being within the Velvet Room, such as when Elizabeth took temporary control of Orpheus to use her unique Megidolaon on the Reaper during the final Full Moon, implying the ability to attack from such range. In addition, all notably powerful Deities are capable of sensing and manipulating areas of the Collective Unconscious - creating alternate realities that can contain multiverses of their own, such as with Izanami and the TV World.
- Yaldabaoth’s mind-hax potency scales to affecting ~10²⁹ sentient beings at once.
This is from his feat of using Mementos to affect every human and animal alive in 2016, their Shadows, as well as the Shadows of every human and animal that has ever lived since the arrival of Nyx, which in-universe is the cause for the rapid evolution of primordial lifeforms into beings with complex minds and sentience. Totaling at approximately 10²⁹ entities, according to this calc. As the Phantom Thieves are able to resist this level of mind manipulation, yet are able to affect each other as shown by Ren Amamiya’s battle with Sumire Yoshizawa, their own application of mental afflictions should scale above.
- Ren Amamiya with Satanael should have limitless mental stamina.
This is due to not requiring SP to cast spells, as shown when he healed all of the Phantom Thieves without using any SP.
