So basically perfect bitch broke into yo favorite verse's universe and decides to hold the cell games there. The fate of the world depends on the characters that are in the verse.

Ok so here is the big twist:

Cell gets all the powers and resistances that all the characters who have touched planet earth (or any place where the story mostly takes place) (including physiology's of races and abilities)

cell starts his advertisement of his event on tv

cell has knowledge of his powa

speed is equal

everything is in character (so basically if cell chooses to use the abilities during a situation then yea)

Well, this is, first off, a pretty crazy twist.

Let's look at the Persona Verse... Hm... Yep. So uh, if this includes P1 and 2, then Cell get's Free Persona Summoning everywhere...
... If it's the neo Persona exclusively though... Good luck getting a Evoker.
If he's fighting in a area where he can summon a Persona... Well, hm.

Nuke him with Death from the Moon and he wouldn't be able to copy it (though he should have the Universe Arcana from the way this treated him)
Tatsuya's Nova Kaiser is useless due to Time Resistance Manip
Technically, Chronos never touched Earth either, so he can pull some wacky stuff
This applies to most Neo Persona Villains mind you
Assuming Cell doesn't just, use Persona's that resist it, character's like Ken, Koromaru, Naoto and Akechi can go for Light and Death Insta Kill's on him
Akechi could also make him go berserk to potentially hinder his mental state, but that could get them killed by a raging Cell.
Adachi could go for Fear Inducement into Ghastly Wail
Yaldy could try to mess with his Cognition, same with Maruki
Oh yeah Nyx could just rip his Shadow out of him
This isn't to mention the rampant Sho Minazuki, as well as Labrys, Aigis, Narukami, Joker, and several other notable beings who would likely want to get their lick's in
I think Cell's screwed
... Asumming that the Godly Villains can't enter the Cell Games
I still see Makoto Yuki Great Seal
Especially considering how Cocky Cell get's.
