Well, for one, Pegasus doesn't have a low 2-C key on his profile. So that can't be used, he has a 2-C at his peak, and if that was what was meant to be used this would be a stomp because Bill does have a low 2-C form, but if you used Bill as his unrestricted form, he'd be 2-A which'd be a stomp.
