Are there any significance criteria (for example, the minimum number of pages on a particular wiki) before the wiki will be allowed to be inserted? And if an English-language wiki about the verse doesn't exist (or exist, but it's very poor), is it allowed to add a sufficiently filled wiki, but in another language?

You are only supposed to link to reasonably high-quality wikis in the English language.

Alright, but it's interesting where the border between quality and non-quality begins. It's fairly good design? It's barely large number of pages? Is 70 enough?

I do not know, but quality is more important than quantity.
