That's sanji from the start of the TS, 2 power ups ago, Jinbe didn't keep up.
 
Didn't Jinbe smack Big Mom off the Sunny, Shoulder threw her in Wano, and flat out one hit KO'D WhosWho while simultaneously no selling one of his deadliest techniques? Jinbe doesn't even need a super dense body like Sanji to tank piercing/Slashing, he just took it to the face and proceeded to boop Whoswho's nose to oblivion-

A weakened big mom got one shot by Nami+Zeus and blitzed by Brook, while a stronger Nami+Zeus attack prior couldn't put her down.

Half the time Sanji matched his attacks. Him dodging him doesn't meean he doesn't scale. And he got his face bent by a Queen with a sword, something he didn't use prior.

Fishman Rage is a thing for most fishmen, we just don't see it that often anymore.

"One Shot" is an INCREDIBLE stretch considering she fell on her back, got right back up the next page and ordered Prometheus to continue chasing them. Assuming you're referring to 890, that is. Nami even says "That bought us some time" right beforethe next Page has Big Mom ALREADY back up, not even recovering.

Those... Aren't 3 amps gained specifically to beat Who's Who..? He showed Armament an arc earlier. Fishman Karate isn't an amp, since he ALWAYS used it. And Fishman Rage is again entirely assumption based, as the only ones who showed that ability are the two SHARKS who get an amp based on their bloodlust. Kurobi didn't show it, neither did Hachi, or anyone else BUT Hody and Arlong. Jinbe shouldn't have it either, because there's no indicator for it. (Again, the slit pupils are the tell, as pointed out against Arlong)

Well, his bounty is indeed the highest, even if comparing bounties from different crews is mostly useless in-crew they can help quite a bit, not the ultimate proof but more than nothing, Paypay being the weakest is the only in-verse thing iirc.

I wouldn't define his face getting dented inwards as "fine". He's more or less self repairing from it due to regen.

Fighting while holding a casual conversation and laughing about it. There was no hint that he was tired. No highlighting of heavy breathing, no bubbles that show panting or even sweating. Who's Who wasn't even trying to beat Jinbe because he was busy talking the whole time, until near the end.

While on the other hand Who's Who had three tries to get Jinbe off (one of which was basically running away) and still couldn't do it before Jinbe stepped on his tail.

Jinbe was listening to the whole conversation silently while evading or redirecting every attack Who's Who threw, with the exception of the bite that pierced his arm because he thought he could block it. That isn't "getting his ass beat for half the fight", that's him literally playing along, until he didn't want to play along anymore.

Man, I thought cookie cutter shark was just Oda being weird because of the name. But even then, it's STILL a carnivorous fish that's known to bite other fish. Again, there's literally not one single tell that Jinbe was going bloodlusted/Berserk.

Even Praline counts because she's a Hammerhead Shark, showed that she can DO THAT, and again, fits the bill due to Hammerhead sharks not being that much more different.
And if he does have it, then again, there are zero indications that he was going berserk at the end of that fight, or TO end the fight.

Yeah I agree with Snook. After rereading it, he looks more pissed than actually bloodlusted like the other fishmen are when they're bloodlusted/berserk. Jinbe was definitely not berserk lol.

If you need your strongest attack to win against a non-calamity opponent, it means you aren't strong to the level of the Calamities, and even Jack is way stronger than WW, Jinbe's Onigawara Seiken is at best at Base Jack's level, not even close to Hybrid Jack, much less Hybrid Queen, you can just read chapter 1005 where Jack talks about the gap between the scabbard/him and the F6.

Aren't the higher tiers of the Tobiroppo All Star candidates? That alone says something.
And strongest attack to ONE SHOT A FULL HEALTH Who's Who isn't anything to scoff at. Jack was saying that just so he could settle his score with Inu and Neko. It had nothing to do with the gap, as the next panel shows him visibly pissed off at Neko, Inu and Raizo, who humiliated him (in his eyes) at Zou.
Even if that wasn't the case, he literall yelled at Black Maria SPECIFICALLY before saying that, and I have no doubt that she's weaker than Who's Who. If not one of the weaker Tobi Roppo.

Your rankings for the tobiroppo are baseless headcanon.

He said the tobiroppo can't beat the scabbards. Blatantly said the tobiroppo. Not BM, not P1, not Ulti, the Tobiroppo in general.

There is no such thing as "commander level". Commanders differ in their strength. Stop using titles for AP. Your argument is flawed in several different ways.

1. Jinbe fought Ace before Ace trained with Whitebeard and became a commander on the WB Pirates. He fought a rookie Ace, I.E. trash who struggled with Vice Admirals.
2. The Whitebeard Pirates don't rank strength by the number of the ship they command.
3. Commander level isn't a thing.

Beckman is stated to be equal to his captain.
King is weaker than his captain.
Marco fought King and Queen at the same time.
Katakuri's trash.

Stop trying to compare characters via their positions. Use statements and feats.

The Beast Pirates are a meritocracy where the stronger you are, the higher you place in the group.
The Tobiroppo are the 6 strongest Shinuchi which gives them their position as "the flying six".
Calamities place higher than Tobiroppo, which shows that they are superior battle power wise.

Jack in his base form has showed 3 separate times to be on the level of the scabbards via his fights with Inu, Neko, and Ashura Doji.
Jack said that the injured Scabbards couldn't be beaten by the Tobiroppo.

Base Jack ~ Base Scabbards > Super Injured Scabbards > Tobiroppo

This is because of his ambition and personality because of their positions as captains in previous crews and they want positions of superiority.

Everything here shows that they're comparable, so we just derailed from the argument.

The point is that Jinbe's comparable to a Tobiroppo, which puts him far below the level of Sanji

Of course he'd say a Tobi Roppo, who he looks down on, couldn't beat them.

In one fight they can become much stronger than before... For example katakuri now is much stronger then before against his fight with luffy... (that's an assumption that's supported by facts)

What does King fighting a couple of Scabbards 20 years ago have to do with him thinking Black Maria was capable of killing all the half-dead Scabbards in the present time? I know Jack was the one who fought the Scabbards in the present, but I'll take King's opinion over his any time. And King definitely seems to think the Scabbards are heavily weakened (which they clearly were since they needed to be healed by Obviously Hiyori following their battle on the roof).

Second Commander Ace slowed down Aokiji in a clash, the latter being an admiral
Katakuri is superior to WCI Luffy, who's stronger than Zoro, who clashed with an admiral
Shiryu of the Rain is said to be comparable to Magellan, who Luffy had to run from for the entirety of the Impel Down arc, so he shouldn't be far below an admiral by now

Every first/Second commander we've seen has shown either near admiral character scaling, or flat out clashed with them. (With the exception of Smoothie)

That and Jack's statement of them not being able to take the scabbards DIRECTLY CONTRADICTS King agreeing to Black Maria going to finish off the Scabbards.
Jack saying No to her was literally because of his own personal sentiments and had nothing to do with how strong she or the other Tobiroppo are, so either:
A- Emotionally motivated Jack somehow rationally deduced that the Tobiroppo wouldn't win, then we get a panel of Jack being obviously angry at the 3 scabbards who got around him on Zou
B- King is an idiot, despite him being the calmest one that seems to be in charge of orders so far, with the exception of him snapping once Zoro broke his mask.
