It's based on him never using it. And also based on him only even going invisible at the last part of his fight. He doesn't start off with invisibility and even if he did he won't use lasers in that form.

(He should be comparable to his peers like Ace, Jozu, and Marco. Although inferior, he could clash with Mihawk who knew him as a memorable opponent. Contributed to fighting against Akainu alongside Marco on two occasions. The databooks state that he's one of the greatest twin sword wielders in the verse)

Him being on guard isn't going to make his hide more durable, as a reminder Sanji hit him the same way with Diable Jambe and did nothing.
Having Queen cough up blood like that is more impressive to me, but if you want to talk about breaking his hide a random air slash from King's danmaku did that. A dedicated slash from Vista is cutting his head off.
