Shanks has three road poneglyphs too, he got them from Kidd. It is unclear how many Blackbeard has. Aokiji might have picked up a copy of Big Mom's road poneglyph alongside kidnapping Pudding, we don't know if he got any from Law
Kid has 2 copies of the road poneglyph from bigmom & kaido, and shanks has all three after snatching them from kid, it's possible that shanks once stopped by zou island to copy them, for blackbeard it makes more sense if he only had one at the time, because the law managed to escape with Beppo Even Blackbeard didn't know until now that one of the road poneglyphs was on Zou Island. So for now, the copy of the Road Poneglyph that the yonkos have: Luffy (3) Shanks (3) Blackbeard (1) Buggy (0)

The outcome would have been the same. If he eliminated York, or if the WG figured out that he knew of their plans, the WG would send forces to eliminate him immediately. His only hope was that a sympathetic third party would show up before the WG's assassination unit - which is exactly what happened
And I'm a little upset for them both, although at least Zoro got some development in Wano while Franky...yeah I feel bad for Franky.
Zoro got as much development as he possibly could in Wano ... The thing about Zoro and Luffy is that they never had much avenue for character development

Franky oneshotted a high-level Vice Admiral and just absolutely blasted the arm he was attacking with at the same time. He hit Luffy before Saturn could. He blasted a hole in Saturn that stalled him for about half a second. And Vegapunk complimented Coup De Burst.

I wish he got more character moments or development rather than just cool fighting highlights. It still makes me slightly disappointed that the extent of his interactions with Vegapunk was him flexing how Sunny runs on Cola.

If luffy saw news on Grap then that will complicate things, it will make luffy go to him especially knowing its BB who did it. it might change their way which i dont want it XD i need Elbaf man.
It might happen after Elbaf though, in fact, I am positive it's gonna happen, because Garp is not even the only reason for Luffy to go to Hachinosu, I'm sure Sanji would want to go and rescue Pudding, once he hears about her kidnapping.

Ever since Sanji got his own arc, fans expect other Straw Hats to get their own arcs even when Oda doesn't come out and say so. That's why people are complaining about Franky not having more moments with Vegapunk and getting a power-up and some are more nervous than hyped about what's gonna happen to Usopp in Elbaf. Although in Zoro's case Oda gave him plenty in Wano (multiple power-ups, plenty of hype moments, the most screentime after Luffy, character progression, etc.). Hell, even if Oda does come through for Usopp in Elbaf this reactionary ass community is STILL gonna complain. 
It doesn't take having his own arc for Franky to have meaningful moments with the person whose research he studied for 2 years.
