He directly uses his elemental powers to attack, so it being inapplicable to combat doesn't apply

Because they get Low 7-C via simple statements and their 8-C feats are...

1. Morro yeeting a building in the middle of trash talking Lloyd (probably higher then 8-C but tough to calc due to technical complications
2. Building sized monsters literally existing
3. Holding back a ship

And only one of those are really solid contradictions to feats being higher then it

Then you have, what, a Mach 5000 or so fall threatening them?

So far I'm definitely sold that it's not too consistent, but I'm not solid on throwing out Low 7-B

Nah, while their Elemental powers are stronger than their regul├▓ar attacks, they are perfectly capable of tanking and sometimes even deflecting Elemental blasts.
