1. She spent a month to make most of Shinra Kotetsu during the timeskip with both arms WITH THE HELP OF THE REST OF THE SEWING CLUB, so i don't see where you're getting "most of"
2. Just because Iori has only made up to 3 Star Goku Uniforms doesn't mean that's his skill limit.
