Not sure about Rex's low 2-C rating.

I watched the final episode when he got the meta nanite and he only used it on a planetary scale. I don't think that having control over those elements of the universe would nessesarily make him low2-C with it since he hasn't displayed any feats with it that even suggest low 2-C. Unless I'm missing something big here, I feel like Rex with the meta-nanite should be downgraded to at least 5-B likley higher since we've only seen him use it on a planetary scale.

The God-Code was explicitly stated to have power over the fundamental forces of the universe.

By controlling all of the space-time, energy, matter, technology, and gravity in the Universe, Rex should have more than enough justification to be Low 2-C (but space-time alone would have been enough of a justification).
