While I'm still a bit confused on how to get Low 1-C, from what I've seen, you just have to be a very, very strong herald being a peer to Thor and Hulk correct? if so, than I suggest BM needs to be Low 1-C. First of all let's take a look on his feats:
While I understand that Anti-Man was literally stronger, and BM still had helped during their last fight. However, it was BM who beat him in the end. Note that, he was also extremely motivated by his wife's death so it was a situational event, which I take it can justify him being strong enough to be comparable scale off of Anti-Man. As for him being on the same coin of power that should allow to himself to neutralize Anti-Man's energy? Well, it's clear that he still has to fight him first anyway so I believe he should scale. Even then, Drax was Low 1-C despite the same reasoning.
He struggled against King Hyperion, which would warrant an anti-feat
Which in my opinion, it flat out shouldn't. Blue Marvel clearly stated himself that he went in cocky and wasn't focus on the fight due to the spectators reactions. Once he realized how the grave of the situation is, he made extremely short work of him. It was on that second round where even he admitted to let loose.
Hyperion-13034 and Drax got to Low 1-C with less reasoning. BM stalemated three Low 1-C or Thor/Hulk level characters (Hyperion, Anti-Man and Sentry), he's shown to be clearly way stronger than a 3-C character (King Hyperion) and has multiple feats higher feats including fighting a Beyonder Avatar and Phoenix Taaia and has statements of being comparable to Thor and Hulk (which are backed up by multiple evidence).
So yeah, I propose an upgrade for Blue Marvel to Low 1-C.
- Combats the Mighty Avengers.
- Within their conflict, Blue Marvel pushed Sentry to his limits, even manage to knock him out with one punch briefly.
- Overpowered a Beyonder avatar.
- While their power varies, the weakest shown Beyonder overpowered Hyperion 13034, Unwothy Thor and Starbrand.
- Literally tank the flames of Phoenix Taaia inside the White Hot Room and matched her in a fight.
- Stalemated Hyperion-13034 (Whose also listed as Low 1-C).
- Defeated and overpowered Anti-Man.
- Anti-Man was so strong he could overpower the Avengers with Tony himself claimed their power was not enough. The same version of Avengers which consisted of Captain Marvel, Ares, Wonder Man and Sentry.
- Stated by Namor that his punches are only rivaled by Thor and Hulk.
- Tanked Ares' axe.
- Defeated King Hyperion.
